TRAIL BLAZERS STREET JAM CODE OF CONDUCT

  1. The rules governing this event state that all teams will honor and respect all calls made by the referees.

  2. Once a call is made, the issue is settled, and play resumes, the issue is dead.  If the dispute is at the end of the game, that issue needs to be to be settled on the court or at tournament headquarters.

  3. Warnings will be limited; fighting will not be tolerated.  The event staff and officials reserve the right to interrupt any game, which they deem is not within the bounds of fair play and sportsmanship.

  4. Physical or verbal abuse towards a referee, timer, another player, spectators or event staff will result in dismissal from the event.
     
  5. Crowd support and encouragement during the game is welcomed and encourages.  However, the event staff will remove anyone who does not behave in a positive way.  

  6. Any team playing with an individual who is not a registered player on that team will be disqualified from the tournament. 

    Note: If a player on your team is injured you may substitute a player in at team check-in, or at the beginning of the next tournament day. This substitution must take place at tournament headquarters before tournament play starts in order to be valid. 

 

TRAIL BLAZERS STREET JAM RULES

Number of Players

Each team consists of a minimum of 3 and a maximum of 5 players with 3 players on the court at any time.  For all co-ed teams, a member of the opposite sex must be on the court at all times.  Games must start with 3 players on each team.  Any number of players (1, 2, or 3) may complete a game.

 

Schedules - Starting Games On Time – Forfeit after 5 minutes late

All printed schedules are ONLY effective through the first game for all teams.  Following the tournament’s first game, each team must check with Tournament Headquarters for schedules, times, courts, revisions, and general information.  Teams must be ready to begin play at their scheduled start time.  Teams not at their court for their scheduled game are given a 5-minute grace period before a forfeit is declared.  Teams are encouraged to remain in contact with Tournament Headquarters for scheduling changes due to inclement weather or other unexpected delays and changes.

Referees are responsible to start the games on time. 

First Possession of Game

A coin toss will determine which team gets the ball out-of-bounds first.  Referee determines which team will call the coin toss.

 

Scoring, Timing and Length of Game – 16 points or 18 minutes

Winner is team first to 16 points (win by one) or whoever is ahead after 18 minutes.  The clock is ONLY STOPPED for injuries, a team’s timeout, or any circumstances the referee feels necessary.  The last 30 seconds will be played under regular high school stop time timing rules.  One timeout (1 minute in length) per team during regular time.  No time outs in OT.  If score is tied at the end of 18 minutes see overtime procedures below.

Timer will shout out the time remaining at 5, 3 and 1 minutes left.  During “Stop Time” the timer will shout at 30 sec., then 20 sec., and at 10 seconds will count down to 0.

 

Scoring

Baskets from inside the two-point arc - 19 feet (16 feet for ages 8-9) count ONE point and baskets from outside the two-point arc count TWO points.  NO 3 pointers from outside arc.  Scored points, (made baskets), and team fouls will be kept by Scorekeepers.

Referees – be sure and check the ages of the younger players – the 8-9 year old division has a shorter FT line and 2 point arc.

 

Overtime Procedure

If score is tied at the end of 18 minutes there will be 1 minute overtime periods until a winner is determined.  A coin toss (the team with the “arrow” at the end of regulation calls the toss) will determine which team has the choice of offense or defense to begin the first OT.  The loser has the choice to begin the 2nd OT and the teams will alternate the choice thereafter.  The clock will stop according to regular high school timing rules.  Team fouls WILL carry over from the regulation period.  No time outs in OT.

 

Free Throw Shooting Distance

The distance for free throws will be the standard 15 feet.  Ages 8-9 will shoot free throws from 10 feet. 

 

No Three Seconds In the Key or 5 seconds closely guarded rules

 

Administration of Fouls

NON-SHOOTING TEAM GETS NEXT POSSESSION whether FT(s) is/are made or missed.  Exception:  Shooting team will get next possession after shooting any Technical Foul, Intentional Foul, or Flagrant Foul.

Non-shooting fouls will result in possession for the team that was fouled.  The ball will be taken out at the take – back line.

Bonus is in effect on the 7th team foul and results in just ONE free throw (NO one-and-one); and then possession to the non-shooting team.

On 10th team foul, 2 shots and then possession to the non-shooting team.

Fouled in the act of shooting an unsuccessful or successful 1 point FG attempt = ONE free throw and possession to the non-shooting team.

Fouled in the act of shooting an unsuccessful 2 point FG attempt results in TWO free throws and possession to the non-shooting team.

Fouled in the act of shooting a successful 2 point FG results in ONE free throw and possession to the non-shooting team.

DURING FREE THROWS - ALL PLAYERS LINE-UP AT LEAST 6 FEET BEHIND THE SHOOTER. 

Technical Fouls

A technical foul results in ONE free throw and possession to the free throw shooting team.  Two technical fouls on a player results in disqualification.

Intentional Fouls

An intentional foul results in ONE free throw and possession to the free throw shooting team.

Flagrant Fouls

A flagrant foul results in ONE free throw, disqualification of the player and possession to the free throw shooting team.  

Players DO NOT foul out; however, the officials have the right to disqualify a player who continually fouls without regard to the spirit of the game.

Substitutes allowed for DQ’ed players.

 

Checked Ball

The ball must be “checked” by an opposing player at the “take back line” on each dead ball change of team possession before it is put into play.  The ball, (after being checked), must be passed to a teammate to begin play.

 

Taking the Ball Back

If there is a change of team possession, regardless of whether or not a shot was attempted, or any other “thrown-in” type situation, the ball must be taken back behind the “take back” line – 3 feet behind the 2 point arc.  Failure to “take it back” results in loss of possession and any points just scored.  “Taking it back” is bringing BOTH FEET and the BALL behind the “take back” line.

If the shooting team rebounds a field goal attempt, they do not have to take it back.

 

Ball Out – Of – Bounds

A ball out-of-bounds will be thrown-in from behind the take-back line after being “checked” by the opponent.  No throw-ins from the sideline or end line at anytime!

 

Basket Base Standards

Except for the two center courts, the basket base standards (just the bottom base placed flush with endline) ARE inbounds and in play, (treat just like the floor)

 

Jump Ball

NFHS alternating possession rules will apply.

 

Sportsmanship

Tournament disqualification of a player(s) or an entire team may occur at the discretion of tournament management.  If an official determines that a player(s) and/or team(s) conduct is such that tournament disqualification is advisable, the official will contact the Director of Officiating.

 

Authorized Equipment & Apparel

Each team is advised to have all their players wearing similar colored shirts and each team is advised to have two shirts available for their team members to wear; preferably a dark colored and a light colored shirt; (officiating “problems” could occur if teams are wearing the same colored shirts)! No player shall be allowed to wear a hard guard, hard brace, cast, or other potentially dangerous equipment on his/her elbow, hand, wrist, finger, or forearm, including equipment, but not limited to, hard leather, plastic, plaster, or metal; even if the equipment is covered with soft padding.  Soft braces, sleeves and wraps will be allowed unless they pose a danger to other players.  Knee braces must have ALL metal parts covered.  NO hats, and NO necklaces.  Referees retain the right to disallow any equipment or apparel that they judge to be dangerous or inappropriate.
